Français Empire of Steel est un shoot'em up sur Megadrive. Le joueur peut choisir de voler avec l'avion Striker ou l'Attaquant Z-01 Zeppelin pour lutter contre l'ennemi au travers de sept niveaux progressifs en difficulté, contenant chacun un patron à la fin, qui doit être vaincu pour pouvoir avancer au niveau suivant. Les niveaux comportent également des mini-boss moins puissants, qui apparaissent à la moitié d'un niveau.

Portugais O jogo se apresenta como um filme de guerra dos velhos tempos produzido pela "HOT-B Film Corporation". No filme os céus estão povoados por zepelins, grandes naves de guerra e fortalezas voadoras. Nesta era do aço, o Império Motorhead conquistou e escravizou quase todo o planeta. A última nação livre, a República de Silverhead, tenta derrubar o Império Motorhead usando sua arma recém-desenvolvida, a bomba relâmpago.

Além de seu incomum cenário Steampunk, Steel Empire é um shoot-'em-up de rolagem lateral bastante tradicional. No começo de cada fase, o jogador escolhe entre um avião de ataque e um zepelim. Enquanto o avião é mais rápido, o zepelim tem uma barra de vida mais longa e pode, portanto, sofrer mais danos. Ambos as naves usam a mesma arma padrão, que pode ser disparada para frente ou para trás, bem como bombas que são liberadas automaticamente durante o disparo. Também está disponível um número limitado de bombas relâmpago que danificam ou destroem todos os inimigos na tela.

Os inimigos derrotados geralmente perdem power-ups, incluindo corações que reabastecem a saúde, bombas relâmpago, pontos de bônus, vidas extras, opções e pontos de experiência.

As opções são pequenos "drones" que voam ao lado da nave do jogador e imitam seu comportamento.

Pontos de experiência podem ser coletados para subir de nível as armas das naves (até o nível 20) e assim aumentar seu poder de fogo.
