The setting is 12 major districts across the country.

Players become the company president and manage up to five subordinates. They grow their company by constructing and operating profitable buildings such as department stores, shopping centers, rental buildings, and hotels, and also by contracting to build public facilities such as parks, libraries, and government offices.

At the end of the game, the company they have built will be evaluated from all angles, and the player's management skills will be evaluated.
