Allemand Vor ein paar Jahren besiegte Joe Musashi die terroristische Ninja-Gruppe, die als Zeed bekannt war, und für eine Weile kehrte der Frieden in die Welt zurück. Nun sind diese Jahre vergangen und Zeed ist zurückgekehrt, diesmal sind sie viel stärker und mächtiger geworden (ganz zu schweigen davon, dass sie ihren Namen in Neo Zeed geändert haben). Außer ihren Plänen, die Welt zu beherrschen, haben die Neo Zeed ein neues Ziel: die Vernichtung des Mannes, der sie besiegt hat. Zunächst wurde Musashis Sensei (der Ninja-Lehrer) getötet, und als ob das noch nicht genug wäre, wurde Joes Verlobte Naoko von den Neo Zeed entführt und als Geisel genommen. Und jetzt ist es für Joe Musashi eine persönliche Angelegenheit.
