Sie können weiterhin tun und lassen, was Sie wollen, aber Ihre neuen Befugnisse als Bürgermeister ermöglichen es Ihnen darüber hinaus, die Stadt nach Ihren Wünschen zu gestalten. Von der Erstellung kommunaler Projekte zum Bau von Gebäuden, Brücken und allen Arten von Stadtmobiliar bis hin zur Genehmigung von Verordnungen, die den Betrieb Ihrer Stadt regeln. Es steht Ihnen frei, die Stadt Ihrer Träume zu erschaffen!

Assim como nos jogos anteriores da franquia o jogador assume o papel de um aldeão que acabou de chegar na cidade, porém o personagem é confundido com o próprio prefeito da cidade e então é designado a ele essa posição de poder. Como o prefeito da cidade os jogadores devem participar de diversas atividades como pesca e capturas de objetos para aumentar sua reputação e conseguir mais item para criação.
